حسین حِلمی پاشا (اپریل 1855–1922) ایک عثمانی اہلکار اور شاہی منتظم تھے جو دوبار^[1] سلطنت عثمانیہ کے دوسرے آئینی دور میں وزیر اعظم اور ایک مرتبہ ترک ہلال احمر کے صدر رہے۔^[2]

1902ء تا 1908ء، تک حلیمی پاشا بلقان مقدونیہ میں بیسویں صدی کے انسپکٹر جنرل کے بطور ایک کامیاب ترین منتظم رہے^[3] 1908ء تا 1909ء تک وزیر داخلہ^[4] رہے اور^[5] 1912ء تا 1918ء تک آسٹریا-ہنگری کے سفیر رہے۔ ان کو اکثر احمد رضا بے اور حسن فہمی پاشا کے ساتھ، ایک اہم ریاست کار کے طور پر بھی مانا جاتا ہے، جس نے مزید ترقی کی حوصلہ افزائی کی اور اسے فروغ دیا۔
