علما کی امدادی تنظیم
علما کی امدادی تنظیم (اے او یو) جسے پہلے الراشد ٹرسٹ کے نام سے جانا جاتا تھا، پاکستان میں قائم ایک این جی او ہے۔ 1996 میں اس ادارے نے اپنے ابتدائی دنوں میں افغانستان اور پاکستان میں خیراتی اور فلاحی منصوبوں کی امداد کی جبکہ اس پر الزام ہے کہ دنیا بھر کے مسلمان عسکریت پسندوں کو مالی اور قانونی مدد بھی فراہم کی۔ ریاستہائے متحدہ کے محکمہ خزانہ کے مطابق، اس ادارے نے 1999 میں طالبان کے لیے فنڈ اکٹھا کرنا شروع کیے۔[1][2]
تاریخ
[ترمیم]اس ادارے کو اسلامی عالم اور قانون دان رشید احمد لدھیانوی نے قائم کیا تھا [3]۔ ایک کتاب المز فار جہاد کے مطابق، تنظیم نے جیل میں اسلام پسندوں کو مالی اور قانونی مدد فراہم کی، افغانستان میں مدرسے اور مساجد کا ایک نیٹ ورک قائم کیا اور اپنی سرگرمیوں کو وافہ خیریہ کے ساتھ مربوط کیا، جو ایک افغان خیراتی ادارہ ہے جس کی مالی اعانت بڑی حد تک اسامہ بن لادن نے کی تھی۔ یہ الزامات بہت مصدقہ نہیں کہ فقط ایک کتاب میں موجود دعوؤں پر ہیں۔ کتاب کے مطابق اس ادارے کی سرگرمیوں میں ایسی اشاعتوں کی حمایت بھی شامل تھی جوامریکا میں جڑواں ٹاور اور پینٹاگون پر حملہ کرنے والے عرب خودکش بمباروں کی تشہیر اور براہ راست تعریف کر رہی تھیں۔[4][5] ۔ یہ پاکستان یا دیگر اسلامی ممالک میں امریکا مخالف جذبات کی وجہ سے عمومی رویہ ہے کہ وہ امریکا کی بمباری اور اسلامی ممالک میں مظالم کے خلاف کسی بھی کارروائی پر خوش ہوتے ہیں جس سے امریکا کا نقصان ہو۔
اس ادارے کو اقوام متحدہ نے ستمبر 2001 میں دہشت گردوں کے مالی سہولت کار کے طور پر درج کیا[6]۔ اسے ایس ڈی این کے تحت عالمی دہشت گرد تنظیم کے طور پر نامزد کیا گیا جسے ریاستہائے متحدہ کا محکمہ خزانہ کے دفتر برائے غیر ملکی اثاثوں کے کنٹرول نے افغانستان: ہرات ، جلال آباد، کابل، قندھار، مزار شریف اور کوسوو اور چیچنیا میں کارروائیوں کے ساتھ نامزد کیا تھا۔ پاکستان میں متعدد شہرو میں اس کی شاخیں جن میں کراچی، مانسہرہ پشاور ،راول پنڈی ، منگورا اور لاہور شامل ہیں۔[7]
اگرچہ اس کے بینک اکاؤنٹس کو پاکستان نے نائن الیون کے بعد منجمد کر دیا تھا لیکن اس ادارے نے 2001 میں مختلف ناموں سے نئے اکاؤنٹ کھول کر اپنی سرگرمیاں جاری رکھیں [8] ۔ اقوام متحدہ کی سلامتی کونسل کی جانب سے اس کے خلاف پابندیوں کے باوجود اس ادارے نے کم از کم 2020 تک پاکستان میں کھلے عام کام کرنا جاری رکھا۔ [9][10]

When President Bush initiated the financial war on terrorism in September 2001, the al Rashid Trust was among the first organizations named as a financial facilitator of terrorists. The organization changed its name to The Aid Organization of the Ulema (AOU) and remains active. The AOU is headquartered in Pakistan, and continues to operate offices there. They have been raising funds for the Taliban since 1999.

The Aid Organization of the Ulema (AOU) is based in Pakistan and is a successor organization to Al Rashid Trust, listed by the UN as a financial facilitator of terrorists in September 2001, under UNSCR 1333. Al Rashid Trust was among the first organizations designated as a terrorist financier and facilitator.
