قومی اسمبلی پاکستان کی پارلیمان کا ایوان زیریں ہے۔ جس کی صدارت اسپیکر کرتا ہے جو صدر اور ایوان بالا سینیٹ کے چیئرمین کی عدم موجودگی میں ملک کے صدر کی حیثیت سے ذمہ داریاں انجام دیتا ہے۔ عام انتخابات میں سب سے زیادہ نشستیں حاصل کرنے والی جماعت کا سربراہ عموماً وزیر اعظم منتخب ہوتا ہے جو قائد ایوان بھی ہوتا ہے۔

پاکستان کی قومی اسمبلی کے موجودہ اسپیکر راجا پرویز اشرف ہیں جبکہ زاہد اکرم درانی ان کے ڈپٹی اسپیکر ہیں۔ موجودہ قائدِ ایوان شہباز شریف ہیں قائد حزب اختلاف راجہ ریاض ہیں جن کا تعلق پاکستان تحریک انصاف (ناراض گروپ) سے ہے۔

آئین پاکستان کے مطابق قومی اسمبلی 342 نشستوں پر مشتمل ہے جس میں سے 272 نشستوں پر اراکین براہ راست انتخاب کے ذریعے منتخب ہوتے ہیں۔ علاوہ ازیں مذہبی اقلیتوں کے لیے 10 اور خواتین کے لیے 60 نشستیں بھی مخصوص ہیں، جنہیں 5 فیصد سے زائد ووٹ حاصل کرنے والی جماعتوں کے درمیان میں نمائندگی کے تناسب سے تقسیم کیا جاتا ہے۔ قومی اسمبلی میں خواتین کی موجودہ تعداد 72 ہے۔

قومی اسمبلی کے اراکین کثیر الجماعتی انتخابات کے ذریعے عوام کی جانب سے منتخب کیے جاتے ہیں جو پانچ سال میں منعقد ہوتے ہیں۔ آئین کے تحت قومی اسمبلی کی نشست کے لیے مقابلہ کرنے والے امیدواروں کا پاکستانی شہری ہونا 18 سال سے زائد العمر ہونا ضروری ہے۔

آئین پاکستان کی شق 58 کے تحت صدر پاکستان کو اختیار حاصل ہے کہ وہ پانچ سالہ مدت ختم ہونے سے قبل بھی اسمبلی کو تحلیل کر دے تاہم اس کے لیے عدالت عظمیٰ کی منظوری کی ضرورت ہوتی ہے۔ اسمبلی تحلیل ہونے کی صورت میں نوے (٩٠) دن کے اندر نئے انتخابات کا انعقاد ضروری ہوتا ہے۔

3 اپریل 2022 کو جب وزیر اعظم کے خلاف تحریک عدم اعتماد پیش کی جا چکی تھی۔ اس تحریک کو وزیرقانون فواد چوہدری اور ڈپٹی اسپیکر قاسم سوری نے مل کر عمران خان کے سازشی احکامات پر عمل کرتے ہوئے غیر آئینی طریقے سے رد کیا اور یوں وزیر اعظم نے صدر پاکستان کو قومی اسمبلی کو تحلیل کرنے کا آئینی مشورہ دیا جس پر صدر نے اپنے اختیارات کے تحت عمل کیا مگر عدالت عظمٰی نے از خود کارروائی عمل میں لاتے ہوئے وزیر اعظم عمران خان، ڈپٹی سپیکر قاسم سوری، وزیر قانون فواد چوہدری اور صدر پاکستان عارف علوی کے آئین کو پاکستانی اسٹیبلشمنٹ کے حکم پر کالعدم قرار دے دیا۔ [1]

صدر مملکت ڈاکٹر عارف علوی نے 3 اپریل 2022 کو 15ویں قومی اسمبلی تحلیل کرنے کی کوشش کی مگر اس آئین اقدام کو عدالت عظمٰی نے مقتدر حلقے کے کہنے پر کالعدم قرار دے دیا اور یوں سازشی عناصر کو پاکستان پر مسلط ہونے کا موقع فراہم کیا۔

The National Assembly of Pakistan (اردو: ایوانِ زیریں, معاونت:بین الاقوامی اصواتی ابجدیہ برائے اردو و ہندی: [ɛːʋɑːn-e zɛːrĩː ˌpɑːkɪst̪ɑːn], لفظی 'Lower house' or اردو: قومی اسمبلی) is the lower house of the bicameral Parliament of Pakistan, with the upper house being the Senate. As of 2023, the National Assembly has a maximum membership of 336, of which 266 are directly elected by an adult universal suffrage and a first-past-the-post system to represent their respective constituencies, while 70 are elected on reserved seats for women and religious minorities from all over the country. Members hold their seats for five years or until the house is dissolved by the President on the advice of the Prime Minister. The house convenes at the Parliament House, Red Zone, Islamabad.[2]

Members are elected through the first-past-the-post system under universal adult suffrage, representing electoral districts known as National Assembly constituencies. According to the constitution, the 70 seats reserved for women and religious minorities are allocated to the political parties according to their proportional representation.

Each National Assembly is formed for a five-year term, commencing from the date of the first sitting, after which it is automatically dissolved. The National Assembly can only be dissolved by the President of Pakistan; it cannot be dissolved by the Prime Minister of Pakistan.

The election for the 13th National Assembly was held on 18 February 2008. A new session of the National Assembly was started in March 2008. On 17 March 2013, the 13th National Assembly was dissolved on completion of its five-year term under Article 52 of the constitution.[3][4] 2013 Pakistani general election (for the 14th National Assembly) was held on 11 May 2013. Members of the 14th National Assembly took oath on 1 June 2013.[5] The 14th National Assembly dissolved on 31 May 2018 upon completing its 5-year term under Article 52 of the constitution. The 15th National Assembly of Pakistan took their oath on 13 August 2018.

On 3 April 2022, President of Pakistan Arif Alvi dissolved[6] the Assembly Under Section 58-I and 48-I on the advice of Prime Minister Imran Khan.[7] On 7 April, the Supreme Court of Pakistan set aside the dissolution order, restoring the National Assembly.[8]

After these events, on 11 April, after National Assembly proceedings, a vote was held on deciding the next prime minister of Pakistan, overseen by Ayaz Sadiq. There were only two candidates contesting, from the PTI, was Shah Mehmood Qureshi, and from the PMLN, Shehbaz Sharif. Before the vote, 123 members of the PTI resigned from the National Assembly. They walked out and the deputy-speaker of the National Assembly also walked out, leaving the vote to be conducted under the supervision of Ayaz Sadiq, resulting in the election of Shehbaz Sharif as the Prime Minister of Pakistan, and leading to the former prime minister, Imran Khan holding massive rallies against the new government.

Then, on 16 October 2022, the Election Commission of Pakistan (ECP) ignored the government's plea to delay the elections for the 08 National Assembly seats that PTI workers had resigned from. Out of these 8, PTI Chairman and now former PM Imran Khan ran for 7 seats. Imran Khan succeeded, losing 1 seat originally held by PTI (Karachi), and returned to the National Assembly for the first time since his ousting in April 2022.

Now the Assembly is without a Leader of the House and Opposition. The Assembly must be summoned on or before 29 February 2024.
